Your firm is invited to submit an offer to Owner for the air conditioning replacement at Grand Forks County Office Building (151 S. 4th St Grand Forks, ND 58201) 6th Floor Conference Room N616 before 2:00 pm local standard time on the 19th day of October 2022, for the following project: Grand Forks County Courthouse Air Conditioning Replacement. Offers prior to October 19th, 2022 may be submitted at County Office Building Finance and Tax Counter 151 S. 4th St (1st floor) Attn: Bill Gerszewski. B. Project Description: This project will replace two (2) air cooled condensing units and associated DX cooling coils, and one (1) rooftop air handling unit. The project shall be bid as a multiple prime (mechanical and electrical) project. C. Bid Documents for a Stipulated Sum contract may be obtained from the Fargo-Moorhead Builder’s Exchange and the Grand Forks Builder’s Exchange. D. Bidders will be required to provide Bid security in the form of a Bid Bond of a sum no less than 5 percent of the Bid Amount. E. Refer to other bidding requirements described in Document 00 21 13 – Instructions to Bidders . F. Bid submittals which do not comply with the instructions in this Section will not be opened and publicly read. The Owner reserves the right to reject any or all bids, and to waive any informality therein. 1. The successful bidder is required at the time the Contract is executed to provide a Sales Tax Certificate, Workers’ Compensation Certificate, Certificate of Insurance, Company Safety Manual, AIA Performance-Payment Bond, and Waiver of Subrogation. G. Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate. 1. Each Bid submitted shall consist of two separate sealed envelopes, attached together, with each envelope clearly marked on the outside with the contractor’s name, Grand Forks County Courthouse Air Conditioning Replacement, and October 19th, 2022. 2. Each Bidder shall submit in one envelope a Bidder’s Security Bond in a sum equal to five percent (5%) of the full amount of the Bid to the Grand Forks County, executed by a surety company authorized to do business in North Dakota; the bond shall be for the highest amount of the Bidder’s total bid. All bonds shall comply with North Dakota Century Code. 3. Each Bidder shall hold a current and valid North Dakota Contractor’s License of the proper class issued by the Secretary of State and shall enclose a copy of the license or certificate of renewal of the license in the same envelope as the Bidder’s Security Bond. This envelop shall be marked “Bid Bond” on the outside. 4. Each Bidder shall submit in the second envelope the Bid form supplied with the Bidding Documents or through addendum. On the envelope containing the Bid form, bidder shall acknowledge receipt of all addendums. This envelope shall be marked “Bid Form” on the outside. H. Your offer will be required to be submitted under a condition of irrevocability for a period of 45 days after submission. I. The Owner reserves the right to accept or reject any or all offers. J. Contractors shall meet at the Grand Forks County Office Building (151 S. 4th St Grand Forks, ND 58201) 6th Floor Conference Room N616 at 10:00 AM on October 12th, 2022, for a pre-bid inspection. This will be the only time the building will be available for inspection during bidding. The walk through is mandatory to submit a bid. Attendance will be taken at the start of the inspection. Any party which is late to the scheduled start time may be disqualified. L. The successful contractor shall furnish a performance and payment bond in the full contract amount upon award of the contract. M.
