LOS ANGELES — Two teenage boys were fatally shot Sunday night at a Los Angeles Boys & Girls Club carnival in Lincoln Heights, according to authorities.
The boys were between the ages of 15 and 17 and were approached by a man while they were attending the carnival on the 2700 block of North Broadway just before the shooting, the Los Angeles Police Department said.

Just days after the death of Queen Elizabeth II, unofficial souvenirs have rolled out at royal-themed gift shops in London and online marketplaces like Amazon and Etsy. One shop near Buckingham Palace says it pushed its suppliers to work overnight to get mementos ready by Saturday, just two days after the death of Britain’s longest-serving monarch. Now, people have the option to buy fridge magnets, flags, mugs and T-shirts with the queen’s likeness and the dates of her 70-year reign. Some shops say items depicting the new monarch, King Charles III, are on their way. Official merchandise will take longer to arrive to approved vendors, who have suspended sales of royal souvenirs out of respect for the mourning period.
Since the death of Queen Elizabeth II, a handful of people in Britain have been detained by police for expressing anti-monarchy views. The arrests have sparked a debate about free speech at a time of national mourning. Two people were charged with breaching the peace in Edinburgh, including a woman who held a sign calling for the abolition of the monarchy. In Oxford, a peace activist was handcuffed after he shouted his opposition during a ceremonial proclamation of the new king. Rights group Liberty accused police of using their powers in “a heavy-handed and punitive way.” London’s Metropolitan Police said it had been made clear to officers that “the public absolutely have a right of protest.”
Oprah Winfrey has selected a prison memoir by Jarvis Jay Masters, currently on death row in San Quentin State Prison in California, for her latest book club pick. Masters’ “That Bird Has My Wings: The Autobiography of an Innocent Man on Death Row” was first published in 2009. Activists for years have called for the release of Masters, who was found guilty in 1990 for taking part in the murder of a San Quentin prison guard. Masters has filed numerous appeals in efforts to have his murder conviction overturned. A hearing is scheduled for next month in federal court.

Slovakia’s president has sworn in new ministers who replaced their predecessors from a junior coalition partner that withdrew from the governing four-party coalition that left Prime Minister Eduard Heger without a parliamentary majority. Energy expert Karel Hirman became the economy minister, career diplomat Rastislav Kacer will serve as foreign minister while the head of Slovak Bar Association Viliam Karas was appointed the justice minister. The largest union representing General Electric Co. workers says it’s reached a deal with the company to speed up pay raises for workers at a Massachusetts aviation plant. Under the agreement, workers at GE’s facility in Lynn would be eligible for raises sooner and could reach the top pay rate after six years, instead of up to 10 under the old system. Once formally approved by workers, the deal would also extend an accelerated raise schedule to two non-union GE plants in Vermont and New Hampshire. IUE-CWA Local 201, the union that secured the deal, called it a “massive win” for workers.

Economists, scientists and environmental campaigners called Tuesday for the German government to create a hefty 100 billion-euro ($100-billion) fund for tackling climate change. The president of the German Institute for Economic Research said the money is needed partly because of Germany’s failure to invest enough in solar and wind power that would have made the country less dependent on fossil fuel imports. He says additional tax revenue that the German government is receiving because of rampant inflation could go toward the the fund. Saudi police have arrested a Yemeni man who said he had made the pilgrimage to Mecca to pay tribute to the memory of Queen Elizabeth II. The pilgrim had posted footage on social media that showed him holding a banner honoring the late queen from inside the courtyard of Mecca’s Grand Mosque. The clip quickly spread online, sparking outrage among Muslims. The Grand Mosque, among the holiest sites in Islam, is off-limits to non-Muslims. Saudi Arabia also bans signs and political slogans from the sacred courtyard for fear of offending Islamic sensibilities. Queen Elizabeth, who died last week, was head of the Church of England.
Hungary’s right-wing government has issued a decree which will require doctors to present women requesting an abortion with fetal vital signs, an obligation that tightens the country’s relatively liberal abortion rules. The decree issued on Monday states that healthcare providers must provide pregnant women with “a clearly identifiable indication of fetal vital signs” before proceeding with any abortion procedure. Abortion laws in Hungary are relatively liberal and have remained largely unchanged since the procedure was legalized during the country’s socialist period in 1953. Hungary’s nationalist government has offered significant tax breaks and subsidies for families that have multiple children in an effort to increase the country’s declining fertility rate.

Egypt is rejecting reports by a rights group saying that authorities in the Middle East country are stifling environment activism as part of a broader crackdown on dissent ahead of this year’s upcoming U.N.-led climate conference. Human Rights Watch has said the Egyptian government’s restrictions amount to a violation of basic human rights and throw into question its ability to meet basic climate commitments.
